City, State, etc.:
Belfast, Northern Ireland
Terry Hooley promoted, produced and recorded punk in Belfast back in the '70s. He ran the Good Vibrations record shop, which must have set a world record for closing and then re-opening again at various locations around the city. The film Good Vibrations (2013) was based on his life. And now he DJs like the true insider he is, playing ska, reggae, and of course, punk.
